WM4U commissions Sweco to develop new waste tarfiff system in Ukraine

As part of the work to reform Ukraine’s municipal waste management, Sweco has been commissioned to develop a new, sustainable and transparent tariff system. The assignment is being carried out within the framework of the Sida-funded WM4U – Waste Management for Ukraine – which aims to strengthen Ukraine’s transition to a circular and EU-compliant waste sector.

An outdated tariff system for municipal waste management in Ukraine is facing an important reform. The goal is to update the system in line with the polluter pays principle, the EU’s waste hierarchy and the goals of a circular economy. The procurement, carried out by Avfall Sverige and SALAR International, has now been completed.

– Financing all aspects of waste management is absolutely crucial for a successful revision of the waste system in Ukraine, says Andrik Mols, project manager at Avfall Sverige. What may sound like mossy bureaucracy is a cornerstone for saving both resources and the environment, and something for which Sweden has good models.

– A well-functioning tariff structure lays the foundation for an improved waste management system. Therefore, the assignment to review the tariff system has had high priority and is the first of several procurements within the framework of WM4U, says Pontus Förberg, program manager at SALAR International.

Four tenders were received and evaluated. The assignment has now been awarded to Sweco.

Sweco will analyze shortcomings in the existing system, propose new tariff models and develop a tool for fee calculation. The assignment also includes testing the new system in pilot municipalities, developing training materials and supporting the development of legislative proposals.

The contract, with an estimated value of approximately SEK 2 million, will begin in April 2025 and involves close collaboration with relevant ministries and municipalities in Ukraine, Avfall Sverige, SALAR International and others.

– The project is exciting and well thought out, with tariffs and economics as a starting point rather than as a consequence at the end. It provides a focus on the economic sustainability of waste systems, but also the role of financing models as a policy instrument. Of course, it is extra motivating to work in Ukraine as part of the preparation for the country's reconstruction, says Magnus Montelius, at Sweco.
